Managing Dir Business Planning

The Managing Director of Business Planning and Development is responsible for the advancement of new business ventures and partnerships for Kaiser Permanente's Northern California Region.

This position also leads market assessments and portfolio analyses for the Northern California geographic areas.

In addition, the incumbent directs planning activities targeted at optimizing the use of capital across Northern California (capital optimization, forecasting, etc.).

Leading strategic Business Planning and Development opportunities, such as mergers and acquisitions, alliances, expansion markets and growth strategies, partnering with National Ventures and The Permanente Medical Group (TPMG) Ventures.

Addressing a broad range of factors including social, political, economic, competitive and consumer trends affecting health care.

Essential Functions:

- Create a pro-active focus on the competitive marketplace and promote that perspective within the organization.

- Lead investigation of Business Planning and Development opportunities such as mergers and acquisitions, alliances, expansion markets and growth strategies.

- Partner with Market Planning Director, Finance Director and Local planning management on market assessments and plans for the Region's geographic areas.

Understand the current internal and external situation to inform delivery system strategies and growth opportunities.

- Lead portfolio analyses to better understand attractiveness of geographic markets for capital investments and/or new services.

Determine long-term service delivery plans.

- Oversee forecasting and capital optimization/asset utilization efforts and incorporate into facilities planning guidelines.

Ensure appropriate metrics are used to evaluate business cases.

Align efforts with 10-year capital plan process, partnering with Director of Capital Planning.

- Partner with Management Information and Analysis to ensure forecasts take into account internally driven advances and health care delivery benchmarks.

- Partner with Managing Director of Capital Planning to develop and update planning tools and guidelines to ensure responsible use of capital and other financial investments.

- Develop and maintain an effective Business Planning and Development infrastructure, including leveraging and aligning resources from Market Planning, Finance, Local Areas,

and Program Office.

- Build a performance-oriented culture characterized by enthusiastic, motivated staff who feel accountable for operating as a cohesive team and surpassing customer needs.

- Lead the appropriate recruitment, retention, and development and training programs within the Business Planning and Development function.

- Lead evolving Business Planning and Development and market assessment capabilities to further expand the Region's services and markets while taking into account economic considerations.

- Drive and facilitate strategic business planning discussions and approval process with leadership from all levels of the organization in both KFH/

HP

and PMGs.

Qualifications:

: - Minimum of 10 years of management level experience in health care with a background in business planning, finance or consulting.

- Demonstrated expertise as a strategic leader, including but not limited to:

-thinking skills; Expertise in business planning; Excellent problem solving skills; Strong business case development and packaging skills; Understanding of business cycles and how they evolve and contract; Proven capability to motivate change; Demonstrated ability to synthesize and interpret data to creatively identify and evaluate options; and Consistent delivery of results to the satisfaction of internal and external customers.

- Demonstrated leadership capabilities, including but not limited to:

, constructive working relationships and partnerships with senior leadership operational, physician and labor partners; Willingness to challenge the 'status quo'; Excellent interpersonal and presentation skills (negotiation, listening and communication skills) characterized by effective interactions with a diverse range of internal and external constituents, stakeholders and audiences from the most senior levels of the organization to the executors of the work; Relationship driven, consultative, a team player, able to effectively facilitate processes in a large, complex organization working with multiple constituencies and comfortable supporting and working with committees; Demonstrated political savvy - able to operate in politically complex situations and remain effective.

Must have personal influence and credibility to be able to work from behind the scenes within a politically complex process supporting the regional leadership delivery strategy.

- Decisiveness, action-orientation, personal integrity, capability to persevere in difficult situations, able to deal with ambiguity, and a focus on strategic leadership issues highly desired.

Should also possess an open, collaborative leadership style that promotes teamwork and partnership while achieving desired results.

- Excellent leadership and management skills; experience leading and developing teams, serve as a coach and mentor to staff, ensure succession planning.

- Strong business acumen and financial skills; understand project and department budgeting, and how to develop pro formas.

- Master's degree or equivalent experience in Business, Finance, Economics, Health Administration or related field.

Preferred Qualifications:

- Experience in a mature managed care marketplace is preferred as is an understanding of how the health care service delivery continuum, health plan services, and technology are evolving.
